Should publishers run fewer, cleaner ad units by default?

I keep going back and forth between broad targeting and tighter filtering while trying to improve approval rate.

This test is mostly focused on India with heavier mobile traffic.

My concern is that early over-filtering might reduce useful learning, but leaving things too broad can waste budget.

  1. Get enough data to see patterns
  2. Remove obvious weak spots
  3. Avoid changing too many variables at once

How do you know when a segment deserves its own dedicated campaign?
